Track 1 and track 2 in VLP: what is the difference?
Updated
Once the feasibility study is complete, a wetland or low-lying land project must be implemented under one of two tracks. The choice depends primarily on how the landowners wish to be compensated.

Track 1
Track 1 is EU-funded and builds on the former VKP scheme. It is available to public-sector applicants. Under this track, landowners can use land consolidation, the purchase and sale of project land, one-off compensation and compensation for loss of land value. There are fixed application rounds, and applications are submitted via Tast selv (the self-service application portal).
Track 2
Track 2 is nationally funded and builds on the former KLA scheme. It is open to public-sector and private applicants. Landowners retain their land and receive one-off compensation at fixed rates. Funding commitments are issued on a rolling, first-come, first-served basis, and applications are submitted via MARS and F2.
What determines the choice?
According to the guidance, the project must use track 1 if land consolidation is desired. If one-off compensation at fixed rates is desired, the project can be implemented under track 2. Land consolidation, land acquisition and compensation for loss of land value are only possible under track 1.
Shared requirements
Under both tracks, a restrictive covenant ensuring that the project is maintained must be registered against the land before grant funding is paid.
